As matters stand at present I can only farther add that I think H.M.'s endeavours to clearly limit & define the action of H.M.'s Squadron in Chinese waters very necessary, as it may be impossible to keep the Chinese to their proper share of the work. And I consider the restrictions Enumerated in your memorandum to be desirable in every sense.
I propose forwarding a copy of this despatch to H.M.'s Secretary for Foreign Affairs for his information, in order that in concert with the Lords Commissioners of the Admiralty such instructions be agreed upon as, on consideration of all the circumstances, may seem best to H.M.'s Govt.
